Flutterwave Powers Digital Access for Landmark Dangote Refinery IPO

Acting as a licensed receiving agent, the payments technology major is providing the core infrastructure to streamline retail and diaspora subscriptions for the world’s largest single-train refinery.

LAGOS — Flutterwave has stepped in to provide the digital payment infrastructure for the initial public offering (IPO) of Dangote Petroleum Refinery and Petrochemicals, widening retail and diaspora access for one of the continent's most anticipated public listings.

Operating under the regulation of the Securities and Exchange Commission (SEC) as a licensed receiving agent, Flutterwave’s payment rails are integrated into Chapel Hill Denham’s subscription platform, enabling everyday citizens to acquire a stake in the 650,000 barrels-per-day facility.

Democratizing Capital Market Access

The public offering opens with shares priced at ₦525, carrying a minimum purchase requirement of 10 shares, totaling an accessible entry point of ₦5,250. By removing traditional paper-based friction, the rollout leverages digital plumbing to bridge the gap between institutional issuances and retail participants.

Investors can complete their subscriptions through multiple channels without requiring a pre-existing account, while current users of Flutterwave for Business and Send App can route transactions directly. In addition, integrations via Owo by Mono on WhatsApp allow users to finalize investments directly inside a chat window. For unbanked participants, Flutterwave's microfinance banking arm automatically provisions dedicated accounts to fund subscriptions, while parents and guardians are permitted to secure shares on behalf of minors.

Clearing and Institutional Execution

Once payments are processed in Naira through the subscription workflows, Chapel Hill Denham handles downstream processing, with successful share allocations registered directly through the Central Securities Clearing System (CSCS). Market administrators noted that submitting funds does not guarantee full allocation, and any unallocated balances will be systematically refunded.

The deployment builds upon Flutterwave’s past experience managing digital payment logistics for major public offerings, including MTN Nigeria’s 2021 share sale. As domestic fintechs increasingly capture high-volume transactional flows, the infrastructure underpinning the Dangote listing marks a structural evolution in how African capital markets mobilize retail liquidity.
